For i386 => amd64, you will need an amd64 Xen hypervisor and tools:

- Will I need a PAE kernel for my Dom0 ?

If you move to amd64, an amd64 dom0 is required.

- Can I run the 32 bit DomUs on a 64 bit Dom0?

Yes

And if it's possible,
what kernels would I need then (PAE, non-PAE)?

PAE domU (XEN3PAE_DOMU). Just replacing the domU kernel by the "PAE-ready" one should be fine.
