I can't say with any real certainty but what I think is ... that x11-links is 
used when the in-tree x11 is available (or at least the x11 libraries). 
Without installing the in-tree x11, I've got around this error by ensuring 
modular-xorg-libs is installed.

It seems like a lot to have to install ... I only needed rrdtool but 
encountered the same problem.
