Sort of.  Look at tadpolectl and envstat.  APM also partially works, mostly to
look, not to touch though.

Now.. according to the linux source.. there is a magic hex string, which when
dumped into one of the tadpole uctl registers, will drop the processor to
halfspeed.  I've never been able to figure out exactly what the code was
doing.. or what that mystery hex did.
