Have you checked the settings in /etc/ttys?  Make sure that at least rtscts
is set, and I think 'local' needs to be set as well...

i.e., modify the ttya line in /etc/ttys to read

ttya    "/usr/libexec/getty std.9600"           unknown off rtscts local

and then run 'ttyflags -a', 'tip' ought to work.

[It's been a while -- I use ppp almost exclusively...]
