For the Sun-3, there is code to frob the LEDs in the kernel.  I have a
PR pending that adds a driver for a /dev/leds device that permits
user-land control over what gets displayed; depending on what you want,
you may be able to use it as-is with some user-land code, or you may
want to hack on the kernel.  In either case, looking into PR 2172
should give you some good starting points.

I don't know anything about the LEDs on the back of the VME-based SPARC
machines.
