You can only create a binary package from a fresh build (that is, where
you've built it in the pkgsrc tree and have not yet run "make clean").
There are some rather intricate reasons for this, that are a littlt long to
explain here.

So, if you're trying to run "make package" in a pkgsrc tree thast has no
"work" directory, it will start the build and install stages again.
