Subject: 1.3.2 binaries wierdness

A large number of the binaries contained in NetBSD-1.3.2/pmax/binary/sets
appear to have something wrong with them.  When the kernel attempts
to execute them it tries to run them as a shell script as if their headers
are wrong or something.  Have I made some sort of silly mistake or what?

the 1.3.1 version of /usr/bin/file reports the same thing for itself and
the 1.3.2 version, but the 1.3.2 version of file wont exec properly.
