More than that. According to the Mac Catalog, 7.1.x was required on the
following:

Duo 2xx
IIvi/IIvx
LC III,475,5xx,630 [580 requires 7.5]
Centris/Quadra 6xx, 8xx
PowerBook 16x,18x,5xx [and 19x which require 7.5.2]
Color Classics
Macintosh TV 
All 68K Performas except 200 and 40x series which require 7.0.1P

In fact, more 68k models require 7.1 than require 7.0x or earlier as just 
about everything from 93 on and most from 92 need the newer system d:(
