Interesting. I run a NetBSD/i386 1.3.3 box as a busy FTP server. The FTP 
server (wu-ftpd) is run from inetd.

I see the exact same behaviour. Every now and then new FTP connections are
refused and I have to 'kill -HUP' inetd. The strange thing is that when
this problem occurs I can still telnet into the box... so I always thought
it was a problem with wu-ftpd.

Perhaps not.
