It's a hack, but a nice one...

The BSDI pccons driver has an "option CAPS_IS_CONTROL" for the kernel
that makes the CAP and CTRL key switch at the bottom level.  This is nice
for those of us who move back and forth from PCs to Xterms to Unix boxes.

You can also hunt around for a keyboard that has CTRL in the right place.
I have an OmniKey plus which has dips that let you select caps versus
CTRL among other bits.
