It is perfectly feasible to install the older version on amd64 and test
programs with it.

In general pkgsrc has a requirement that updates should be expected to
work on all platforms where they worked before, absent discussion to
desupport them (and absent things like netbsd-8, once pkgsrc started
saying that things don't work on it).  That's not a requirement to test,
and it's shades of grey.  Plus, this is mostly working around upstream
quality issues.
