Could I suggest a possible variant.

Add a per platform optional value like PLATFORM_MAINTAINER=email (can
be pkgsrc-users%NetBSD.org@localhost)

When running bootstrap if PLATFORM_MAINTAINER is unset show a message
with a sleep 5 that invites the reader to drop a line to
pkgsrc-users%NetBSD.org@localhost is they want to help maintain pkgsrc on their
current platform.
