Please switch to BROKEN_ON.  The general expectation is that software is
portable, and there is no good reason why qt4 should be unavailable on
this platorm.

I am not asking you to report upstream or fix; I get it that this is
pointless.  I am just asking for cleanlines about NOT_FOR vs BROKEN_ON,
which is about "there is a good reason why it does not make sense to run
X on Y" vs "it ought to work but it doesn't".
