The source tar file appears to contain completely formatted .mo files
from the source .po files in its locale directory.

I changed the package to install those.  Upstream seems to have various
differing ideas about which ones to build depending on its build system,
cmake/configure, etc.  As far as I can tell, and I might be wrong, just
installing the supplied ones seems to be ok.  I don't think the build
system itself tries to rebuild them the way we invoke it.

I did change the file names slightly to avoid versioning the file names
since we already version the install directory.  I think there is code
in the src/common/translation.cpp function
"bool wxTranslations::AddStdCatalog" that handles either case.

I have not tested other languages nor do I have expertise in this area,
so if anyone does, please advise.
