>Description:

[Note: I am making this PR category "bin" since it is related
to actions on NetBSD base, and concerns NetBSD features as
well as things that are now pkgsrc. Feel free to move after
	evaluation.]

Since there is a net/uucp package now in pkgsrc, it was
decided to remove UUCP from the NetBSD base distribution. The
removal was performed quickly and radically, without checking
whether all the removed bits actually have a proper working
substitute in pkgsrc. So far, promises that these bits were to
be added RSN have not materialised, so I am submitting this PR
	as a reminder.

	The details:

	(1) Unlike NetBSD < 4 BETA2, the uucp package does not have a
	standalone uucpd.

	(2) The uucp package does not install the sample setup files
	under share/examples/uucp.

	(3) /usr/libexec/rmail was removed without any replacement,
breaking News servers that operate over UUCP.

	(4) The uucp integration with /etc/{daily,weekly} is gone.

>How-To-Repeat:

Install a NetBSD 4 BETA2 snapshot, and find it comes without
UUCP support. Go to pkgsrc for a replacement, and find many
	bits are missing.

>Fix:
Fix the remaining net/uucp issues, and add rmail(1) and
uucpd(8) either to the uucp package, or as standalone
	packages.

All this should happen before the release of NetBSD 4.
