Should it be trying to fetch a package when all I want to do is update all
the README.html files?

A "make readme" reports a message that it can't cd into the
pkgsrc/packages directory. (This directory vanished after cvs.)

$ cd /usr/pkgsrc
$ cvs login
$ cvs update -d -P
$ make README.html
`README.html' is up to date.
$ rm README.html
$ make README.html
