This is not a bug.  I posted to current-users some time ago that folks
will want to make sure and update their /etc/netstart and /etc/rc
files, since /var/yp would always exist.

The relevant entry from doc/CHANGES is:

	Added the ypserv suite written by Mats O Jansson, with
		some changes by me.  Changed the way YP daemons
		are started in /etc/rc.  [thorpej 960809] 

ypserv, ypbind, and friends now depend on configuration variables
set in /etc/netstart.
