Maybe NetBSD's ftp is just showing what the ftp server sends, but
Netscape and Win98 try to figure out the year from that info. At least
in the US, Nov 7 21:44 1998 is in the future, so Netscape figures that
the year must be 1997. That's my guess, at least :)
