Log Message:
gnats-html: Fix some URLs.

- Use //www.NetBSD.org/ for stuff that is canonically hosted there,
  rather than relying on redirects/rewrites at gnats.n.o for copies
  of content.

- Fix help link (whatever that is) so it actually goes somewhere.

- Nix explicit favicon; just use the default, /favicon.ico.
