Log Message:
revert to using arch attribute instead of tag.
citerefentry follows docbook specification, which doesn't recognize arch attribute.
because of this docbook pages will fail to compile and would need to extend spec,
and that would lead to loosing ability to call it "docbook".
attribute on the other hand doesn't require extending a spec, thus easier to use.
