Avoid https->http downgrade in redirects.

...at least, redirects to the same host, www.netbsd.org.  Haven't yet
figured out how to preserve the URL scheme but change the host in
Redirect rules, so the gnats.n.o and wiki.n.o redirects still do
https->http downgrades for now.
