Problem Reports: remove snide comment about Microsoft.

This comment has been there since the dawn of time (commit 1.1,
05-Apr-07). While snark is fun, it doesn't seem appropriate to attack
Microsoft. This is particularly true given their recent efforts to
participate and help with the OSS community.
