Log Message:
Improve the display page of sendpr.cgi. It now mentions pkgsrc, so
people with non-NetBSD pkgsrc bugs to report should feel somewhat more
welcome and are less likely to become confused and wander off.

Also add a link to the PR information page, and fix the Weird And
Inappropriate Capitalization that seems to have come from gnats
upstream.
