reflect following changes:
- The new id attributes must follow this rule:

    The value of the id attribute is the pathname of the XML file, relative
    to WEB_PREFIX, without the .xml suffix and with all "/" characters
    substituted with "-".

- Switch to PUBLIC "-//NetBSD//DTD Website-based NetBSD Extension//EN"
