	htutils/scripts: validate.sh

Log Message:
add a script that can validate one or more files, subdirectories or the
entire htdocs tree against validator.w3.org.
By default, this only outputs the names of the files that do not
validate.  Since this calls the validator over the internet, this may be
quite slow.


To generate a diff of this commit:
cvs rdiff -r0 -r1.1 htutils/scripts/validate.sh

copyright notices on the relevant files.
