Actually, this is not the problem at all.  (I was misled by a delayed
email.)

The problem is that the CHANGES file contains lines where a package has
been added or updated and subsequently been removed.  Since the
directory no longer exists, the script claims that the 'Added' or
'Updated' lines aren't valid.  I'll see how to fix that.
