- Sprinkled some <filename> tags.
- New mirrors should be added to HTML front pages.
- After DNS updates, a mirror's CNAME should be updated in mirrors.db
  and in HTML front pages.
- Referred people who want to reach all mirror administrators to a file in
  localsrc.
