revert to previous behaviour.
The new version is not yet ready for prime time:
 - we need to find a good way for mirrors to get all the data we generate
 - we need to find a way to also remove files from the websites if they
   no longer belong in there
 - we need to find a way to test this without actually removing files
   from cvs first
