Considering that the users who are likely to be annoyed by that change
are most probably advanced users who can easily indeed disable it in
their resources configuration, and that newer users might benefit from
the toolbar, I don't think that it's a problem personally.

I'd myself disable it, just as I also disable the scroll bar (which
would otherwise be turned on by default as well) and that only has
to be done once per system/setup...
