Nope.

CVS never ignores any file that's already in the repository -- and
obviously it shouldn't.

The cvsignore functionality is only for product files and other junk
that might sometimes end up in the working directories.

To leave out some part of a project one has to explicitly select one's
desired components using the "modules" file feature, but doing that in a
portable way with the existing implemantion would, I think, require some
top-level rearrangement.
