Maybe yes, but I haven't tried cross-build on src/x11...

At least, files under xc/programs/Xserver/hw/xfree86/common/
use #ifdef WSCONS_SUPPORT, which is defined in NetBSD.cf.
(not all ports use OS*Version to define it, though...)
