I hastily made the following commit to x11/lib earlier.  Which
installs /usr/X11R6/bin/*-config and /usr/X11R6/lib/pkgconfig/*
scripts.

I've since been asked if these are even needed/should be installed.
If not I would like to back them out they won't be included in the
cross xlists.

Do we want them or not?
