No, because it is or can at least be a host specific configuration. So
to allow people to share "/usr/X11R6" via NFS but still have local
font configurations it should be "/etc".

I would have prefered "/etc/X11/fonts" but as you pointed out this
library is not X11 specific. So I'll just keep "/etc/fonts".
