You can set BuildXInputLib to YES unconditionnaly in NetBSD.cf to
build the library, regardless of wether the X server supports it or
not. 

Correctly written application should test if the extension is present
or not, and hopefully revert to the standard X event mechanism if the
Xinput extension is missing.
