Check if you have set LC_CTYPE explicitly to "C".
$LANG would not overrule this, it just sets a default.
$LC_ALL would overrule $LC_anythingelse in the environment.

locale(1) gives you all effective values, i.e. after applying
defaults (system and LANG), explicit settings, and an LC_ALL
overrule.
