tr -C and posix

Our tr, at least in 8, does not seem to implement the -C flag.

I am a bit lost in a twisty maze of "value" vs "character", that I
expect has something to do with multibyte characters.

Can anyone explain where NetBSD is and might be going w.r.t. this
specification?
