I quicky tried it on amd64/6.1.5 and i see the same.
This is my locale:

LANG=""
LC_CTYPE="nl_NL.ISO8859-1"
LC_COLLATE="C"
LC_TIME="C"
LC_NUMERIC="C"
LC_MONETARY="C"
LC_MESSAGES="C"
LC_ALL=""

and I see the same if I set LC_CTYPE="".
