That seems reasonable, or at least traditional. Where would we
put the source file that goes there? src/share/dict/papers? I could
pretty easily move the file.

Also, does anyone know the comment character for a refer bibliography
file? I couldn't find it documented and I haven't dealt with refer in
decades.
