ISC's DHCP 4.2 uses a static-built libisc using same sources from BIND 
9.7.0b3. The ISC plan is to provide and use a shared library, but no 
timeline yet. Then hopefully NTP would be adapted to use it. Maybe you 
can bring up any improvements or ideas you have to the bind-workers @ 
lists.isc.org list.
