And a related but slightly larger question: should mail.local be moved
to pkgsrc?

The main arguments I can think of:

 + it's not currently used, and being setuid it's something of a risk
 - it is in some sense nonetheless properly part of base
 + in pkgsrc it could be used for other OSes
 - outside of the tree it's one more extra thing to look after
