Well, the -delete option adds a feature that NetBSD currently lacks. 
And the feature can revive "Removing scratch and junk files" processing
in our /etc/daily.
Why do you want to backout the -delete option?

Not only FreeBSD, but also Linux have the "Removing scratch and junk
files" processing by their own tmpwatch(8) command.
It's shame that NetBSD leaves the processing commented out.
