here's a diff which allows vmstat and systat to not need the kernel symbols
for the pre-evcnt interrupt-counting:

	ftp://ftp.netbsd.org/pub/NetBSD/misc/chs/hp700/diff.vmstat

this allows us to remove those kernel symbols on platforms that do all their
interrupt counting via evcnts.

anyone see anything else needed for this?
