Jigdo templates creation (see http://atterer.net/jigdo/) would be possibly
useful. (A jigdo template is a file which contains mapping of input
files to the filesystem image. You can then distribute only the original
files and the template, not the actual image, which saves a lot of space
on the mirrors.)
