The www.netbsd.org documentation says:

without ssh:

:pserver:anoncvs@anoncvs.netbsd.org:/cvsroot

with ssh:

anoncvs@anoncvs.netbsd.org:/cvsroot

In my experience, if CVS_RSH is set, and :pserver: is specified, cvs update
will return an error.
