I take "default" to mean "if no other access method is specified", so
the proposed change should no more affect pserver access than setting
CVS_RSH=ssh in the environment should affect the pserver method (which
it doesn't).

I think it's a good idea. On every new system I install, "cvs" fails
mysteriously until I remember to set CVS_RSH=ssh. Who uses "rsh"
nowadays, anyway? ("pserver" != "rsh")
