There is no "koi8" encoding (well, there used to be but it's no longer
relevant).  At least "koi8-r" and "koi8-u" are in widespread use and
there are some esoteric variations as well.

But I agree with what Soda-san has said further in the thread, we
should really go for the in-kernel iconv.
