Hmm, perhaps "IBM437", "CP437" or "CP-437" may be than "IBM-437"
for this, because it's compatible with the following registry:

(No, I don't think we must follow the registery above for already
 existing locales. But I don't have reason to reinvent wheel for
 non-existing one.)
