Set it to ssh, you mean?

I don't think that's a wise idea.  People might want to use cvs for
other purposes than just updating their NetBSD sources where they might
not be able to use ssh as a CVS_RSH.  We should assume that people who
want to use cvs know how to set the variable accodingly[1] and leave it
unset per default.

We don't set other environment variables that we think might be
'helpful' either, right?  I mean, we don't even set PATH to include
/usr/pkg/bin per default, or do we?

Just my $.02.  'Least surprise' and all...
