IMHO the best idea would probably be to implement both,
and provide a shell option (set -o blah) to enable a multi-line
wrapping editor, or the plain old one-line thing.  That way,
if you encounter a terminal where the multi-line version doesn't
work for some reason, you can switch to the alternative (or
keep it at that in the first place, if you just don't like
multi-line.)
