You already have it.  It's in your head behind your eyeballs.

If when using the 'finger' program (either to a remote server or even
just on the local system) if what you see is unintelligible then you can
easily adjust your terminal and locale settings until it is at least
properly displayed, if not in a language you can read and understand.
That's what we do with WHOIS and it works quite well enough thank you.
